Managing a personal health budget

Personal health budgets (PHBs) were introduced in October 2014 for adults receiving NHS continuing healthcare, and children receiving continuing care.

They aim to give people who require long-term healthcare support more control and choice over how they receive their care and who provides it.

What is a personal health budget?

A personal health budget is an amount of money granted to an individual to support their healthcare and wellbeing needs. PHBs are arranged through local NHS teams - Clinical Commissioning Groups (CCGs). The CCG will plan and agree on a PHB with the individual receiving it, or their representative.

How does it work?

A PHB is based on a care and support plan, which identifies health and wellbeing goals. This plan will be developed by the individual receiving funding, in collaboration with the local NHS team, to set out how the budget will be spent to fulfil these goals.

A PHB can be managed in many ways. In some cases the NHS team will arrange all care and support, sometimes the money can be held by a third party organisation or trust who will buy the appropriate care, and support once agreed with the individual, and sometimes the individual can receive the PHB as direct payments, and obtain their care and support directly. What can a personal health budget be spent on?

A PHB can be spent on any care or services set out in your agreed care and support plan.

A personal health budget cannot be used to buy emergency care, e.g. if you receive a personal health budget and have an accident, you would need to go to A&E like everyone else. It also cannot be used to buy primary care services, like seeing a GP or dental treatment. However, other services recommended by a GP, like physiotherapy, could be included.
